After years of planning, in 2019 the CPUC decided to move forward with creation of a statewide market transformation program, to help meet the California’s ambitious energy efficiency and GHG reduction goals. KSH Advising leads planning, market research, and evaluation for CalMTA, the current program administrator.

Minnesota launched a new market transformation program in 2022 to accelerate the state’s energy efficiency progress. KSH advising has provided market strategy, evaluation, and market transformation training services to support the ETA’s management team.

The Wisconsin PSC is investigating the opportunity for investing in market transformation initiatives to help it meet the state’s long-term energy efficiency goals. KSH advising spearheaded a study to identify and assess the most promising market transformation opportunities for Wisconsin, and is developing a roadmap for how to realize that opportunity.
